TO "CUT" THE LAWN

Grass requires a lot of water in order to grow. After a few years of water shortage, the Municipality of one of the towns in the area decided to check the quantity of water used to water the grass in private and public areas. After checking this, the authorities reported the following decisions:

  1. Private areas would be forbidden to plant new grass in the gardens and should uproot or dry the grass which is already growing there.


  2. Public areas would be forbidden to plant new grass in public gardens, parks and sports fields etc. and should uproot or dry the grass which is already growing there.
The town residents and staff of some departments in the local Municipality decided to re-consider these suggestions and to have a new discussion on this matter. The Mayor agreed and invited the following people to attend a further discussion:

  1. Head of the Gardening Department of the Municipality
  2. Head of the Sports Department of the Municipality
  3. A representative of the residents of the villas neighborhood
  4. A representative of the residents of the apartment buildings neighborhood
  5. A representative of the Water Department of the Municipality
Your task is to take part in this meeting and to decide together whether or not to change the previous decisions. Here are a few guidelines to assist you in this project:

  1. Each member will take the part of one of the above mentioned participants in the meeting and will give a detailed account of his opinion - either in favour or against the decision. A Mayor will also be chosen.


  2. If you are against the new rules, forbidding grass growing, you will have to find a solution to deal with the water shortage in order that the grass will receive the amount of water necessary for its growth.


  3. You will have to choose a method for acceptance of the decision (is the Mayor responsible for the decision? Is the majority responsible for the decision?)
